Best Practices Case Study: Implementing a Disability Management Program in Industry

In 1993, a landmark agreement was reached between MacMillan Bloedel Limited, a large forest products company, and IWA Canada, an industrial workers union to explore the benefits of a new model of industrial disability management. In early 1994, the pilot project began at MacMillan Bloedel's Somass Division, a cedar remanufacturing facility with 400 employees located on Vancouver Island. Shortly thereafter, MacMillan Bloedel Limited reached a similar agreement with the Communications, Energy and Paperworkers Union of Canada (CEP) to pilot a program at Alberni Specialties, a pulp and paper operation in Port Alberni.

Both pilot programs gained the support of workers, union representatives and management and, over time, demonstrated significant cost savings and provided tangible benefits to disabled workers. Impressive return-to-work outcomes, clear and consistent principles and procedures, and ongoing support from all parties at the mill, were factors that led to the selection of these programs as a "best practices" case study.

With the support of the British Columbia Labour Force Development Board, this study documents the development of each program. The study provides practical examples to companies and unions looking for guidance in establishing a successful disability management program.
